The UAE continues to digitise the way companies hire and manage employees.
One of the latest developments comes from Jebel Ali Free Zone (JAFZA), where employment contracts and amendments are moving away from manual signatures and physical visits toward digital workflows using DocuSign.
This is more than replacing a handwritten signature with an electronic one. It shows how employment contracts are becoming part of a connected digital process between employers, employees, free-zone authorities and immigration systems.
Employment visa contracts are now digital
From 29 July 2026, JAFZA's Employment Visa service moved to digital employment contracts following GDRFA requirements.
When submitting an Employment Visa request, employers must now provide:
Employee email address
Joining date
Number of days off per week
Once the relevant sponsorship transfer, change of status or Employee Arrival Intimation is completed, a Job Offer Agreement is generated and sent through DocuSign.
The employee and employer sign electronically. After GDRFA approves the residence permit, the final GDRFA and JAFZA-approved employment contract becomes available through Dubai Trade.
The process is becoming:
Employee data → Employment Visa → Job Offer Agreement → DocuSign → Signatures → GDRFA approval → Final contract
What previously involved manual signatures, uploads and verification is becoming a connected digital workflow.
DocuSign expands to salary amendments and non-competes
From 14 August 2026, JAFZA expanded DocuSign to two additional Workforce Affairs services:

Employment Contract Amendment – Salary Decrease
Employees and employers no longer need to visit JAFZA Workforce Affairs physically to sign these documents.
The salary amendment process is particularly important.
Salary isn't simply another field HR can edit. It is a contractual term connected to payroll, WPS, end-of-service calculations and potentially other employee benefits.
A salary change should therefore follow a controlled process:
Salary change → Approval → Contract amendment → Digital signatures → HR update → Payroll → WPS
If payroll is updated before the contractual amendment is completed, employers risk creating inconsistencies between the employment contract, HR records and salary payments.
What should employers do?
JAFZA employers should review their HR and onboarding processes now.
Employee email addresses, joining dates and weekly days off should be collected and verified before starting the Employment Visa process.
Companies should also make sure their registered email addresses are correct and that authorised representatives can receive DocuSign requests.
Most importantly, internal HR workflows should reflect the new process.
A workflow that previously looked like:
Print → Sign → Scan → Upload
can increasingly become:
Employee data → Digital contract → DocuSign → Approval → Employee record
Salary amendments should also be connected to payroll workflows. The new salary should only become effective once the required contractual process is completed, with the correct effective date passed to payroll and subsequently reflected in WPS.
From documents to connected workflows
The JAFZA changes point toward a broader trend in UAE employment administration.
Traditional HR systems often treat contracts simply as files: upload a PDF, select a document type and store it.
But contracts are connected to employment events.
A new hire is an event. A salary change is an event. A promotion is an event. A termination is an event.
Each can trigger approvals, documents, payroll changes and compliance requirements.
As UAE authorities continue digitising their services, HR operations will increasingly need to connect these processes rather than manage them independently.
The employment contract should connect to the employee record. Compensation should connect to payroll. Payroll should connect to WPS. And every important employment change should have a clear workflow, approval history and audit trail.
JAFZA's move toward DocuSign is another sign that UAE HR compliance is moving from documents to connected digital workflows.
